The sheriff is saying most that surrender will not show up for their court dates cause they are criminals & then states later he is not sure why some run and he did not understand why they wouldn’t surrender-they must be criminals. So in his opinion regardless of you surrender or not you are a criminal? Crazy to think this type of logic is our sheriff.
